Google’s process of ranking pages means that the content on your pages matters to your ranking. As they say in the virtual world, content is king. Scrimping on good quality content and focusing solely on SEO tactics won’t get you to the top of Google ranks.

nowadays businesses are learning how to optimize their websites so they can be found by people who are searching for the products and services they want to sell. This means, of course, that they don’t just want visitors to drop by once. They hope to keep them coming back. This is why content is so important.
So, how do you (or the real question is; how Google…) describe ‘quality’ in a content?
The same attention and effort must be paid to both the quality content and SEO efforts (tactics included). Too much focus on one side will not bring maximum result.
Too focus on ‘quality’ will consume much time and effort (of course, once one get used to create quality content, it will flow by nature – it needs practice), and too focus on SEO tactics will be marked as spam.
While quality is for human, SEO is for the search engines. I believe content is king and SEO is the queen.
